Which Avoca Beach Trees Aren’t Yours To Remove
Avoca Beach has more public and protected trees than most suburbs, and that is the first thing to settle before anyone books a removal. The usual council exemptions are on our home page. These are the Avoca Beach cases where they won’t apply.
The foreshore pines
A 2020 amendment to the Gosford Local Environmental Plan 2014 added the Avoca Beach foreshore avenue of Norfolk Island and Cook pines to its list of local heritage items. Council says its tree chapter doesn’t apply to heritage-listed trees, and that works on them need separate approval from its Heritage Officer. The Gosford plan has since been replaced by the Central Coast Local Environmental Plan 2022, so confirm the listing with council.
Trees on council’s register
Council’s Significant Tree Register (30 May 2025) lists trees in Avoca Beach reserves, including along the foreshore, at Heazlett Park and on The Round Drive. The register is a council list, and a permit applies to listed trees unless an exemption covers the work.
Council bushland and wetland
Council’s community land plan of management lists natural-area bushland and wetland in Avoca Beach, including along Avoca Drive and The Round Drive. Trees there are council’s. Council’s rules treat removal from public land by anyone other than a public authority as covered, so contact council on 02 4306 7900 instead of arranging it yourself.
Your own zoning
Council’s tree chapter doesn’t apply to land zoned under the old Gosford instruments that were deferred from the current plan, where clearing falls under the Local Land Services Act instead. A council planning proposal for one large Avoca Beach block describes its rear as zoned 7(a) Environmental Conservation under those older instruments, so check the zoning of your own lot.
If the tree is on the foreshore or in a reserve, call council before anyone cuts. That applies even when a branch hangs over your fence. Removing a council tree yourself, or arranging for someone else to, isn’t covered by the exemptions that apply to private land.

Before You Book In Avoca Beach
- Find your lot’s zoning, and whether it’s deferred matters land. Council on 02 4306 7900 can tell you.
- Work out whether the tree is on your land, council’s land or the boundary of a reserve.
- Check whether it’s a heritage item or on the Significant Tree Register.
- Have the species identified. Threatened species are excluded from council’s exemptions, and our arborist page explains the evidence council asks for.
- If the work is for a building site, see our land clearing page. If a tree has come down in a storm, go to emergency tree removal.
- Decide about the stump. Our stump grinding page covers the options.
